What causes this issue?

Maintenance of groups is only possible in two windows for forms in form
classes 'TEDT' and 'TELU'.
Only the 'HD' group appears in the 'HD' window for definition of the
page header.
All other groups appear in the 'F1' window. They are maintained in a
infinitely long window and continued on subsequent pages when printed.
The header is displayed first on all subsequent pages.
