What causes this issue?

You are about to change historic reported MMS 2014 transactions.

If you change historic MMS 2014 reported transactions, the system will
attempt to synchronize your changes with the historic detail MMS 2014
transactions, table OIUREP_RT_HIST. This table is primarily responsible
for translating MMS 2014 master data changes into re-reportable MMS 2014
transactions. While attempting to synchronize the detail historic
records, you could cause future master data changes to NOT report
correctly to the MMS.

How to fix this error?

Please consider communicating to the MMS that your system does not allow
out of reporting process changes to already reported historic data. The
PRA MMS 2014 reporting system will synchronize itself correctly, via
retro active accounting during the next month's reporting process.
However, if you must change historic data, please review table
OIUREP_RT_HIST, up on updating to review the possible entries created
and changed that could affect future master data PPAs.
