What causes this issue?

The nomination type determines the number range intervals, the
validation group, the header and item status profiles, the business
type and the nomination class (e.g. customer/carrier nomination).
In case you allow the system to save nominations without a specified
type value, the system will default the number range interval '01' to
draw a nomination technical key.
However you will not be able to
fully utilize the new status management functions
distinguish the nomination data by different business types
use customer nomination functions.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
