What causes this issue?

The document you want to reference in the TSW nomination is not relevant
for TSW.

System Response

The system prevents you from referencing a non-TSW relevant document
item if the customizing setting for TSW nominations is set to 'Only
schedule TSW relevant documents' (transaction O5TT).
In this case the referenced document in fact has no TSW relevant items
at all.

How to fix this error?

You may need to change the nomination settings in customizing
(transaction O5TT) in order to be able to also schedule non-TSW relevant
document items.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
