location is only possible when the stocks at the beginning and the end
are zero (zero stocks).
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
Post a physical inventory with a zero count on this material segment,
assign the material to the tank, and then re-initialize the stock for
the tank. Before the end of the assignment, make sure that the stock is
back to zero.
