Make sure that the <DS:TRAN.GCEA>LC ledgers</> have already been
specified in the system.
Check whether there are <DS:TRAN.GC13>companies</> which are assigned
to these LC ledgers.
Package &V1& must have package type "FILC" and the specifications on
the request screen are not allowed to be too restrictive.
