    You want to start programs from a particular phase of your active
    package.
    However, this package was created under an old Hot Package.
    More recent Hot Packages have been imported in the meantime so that an
    error-free changeover using the active package cannot be guaranteed.

    The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

    How to fix this error?

    Cancel the changeover using this package and create a new one. Then
    start the local currency changeover from the beginning.
