    You want to start preprocessing for the local currency changeover. The
    active package is, however, already in a different phase.

    When all programs have been run in the preprocessing phase, the phase
    for the current package is automatically started. Preprocessing
    programs can, however, only run in the ANALYZE phase.

    How to fix this error?

    If you want to start preprocessing again, wait until the active package
    has completed the changeover and start preprocessing again using a
    different package.
