If the event is created and transported in a development class that can
be transported, it cannot be generated in the target system because of
the missing communication structure there.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Create the event locally as well or change the development class of the
communication structure into one that can be transported.
