What causes this issue?

The system always brings together reference documents of one type in
one WMS group. For example, a group consists only of transfer
requirements or only of outbound deliveries.
You bring together the deliveries for which you want to create a
cross-delivery transfer order (TO) in one WMS group.

The system has determined that the WMS group entered does not contain
any deliveries. The system does not create a cross-delivery TO for this
group.

Enter a WMS group that only contains outbound deliveries.
