What causes this issue?

group does not contain any alternative routings for material &V2&.

System Response

To assign a routing to a material, you have to enter the
<GL:routing_group>routing group</> and the <GL:group_counter>group
counter</> of the alternative routing.
The system checks whether the alternative routing is appropriate for
the material. If you leave one of these entries blank, the system will
attempt to determine it automatically.

Enter another material or a routing group containing alternative
routings for material &V2&.
