The cost object ID is not yet in a complete hierarchy, because
you have not entered a cost object ID as a higher-level cost
object or
you have not indicated which of the cost objects in the higher-level
hierarchy is the highest hierarchy node by entering '*' in the "Higher-
level cost object" field.
To create a valid cost object hierarchy, do the following:
Enter a higher-level cost object for each cost object ID
Indicate that one of these cost object IDs is the highest node
in the hierarchy by entering '*' for its higher-level cost object.
