    Navigation in the versions data object takes place on the controlling
    area/version level. If another controlling area is set, the higher
    entry must also exist for consistency reasons.
    The higher entry for controlling area &V1&, version &V2& does not
    exist. The controlling area cannot be set on a lower level.

    The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

    How to fix this error?

    Do not set controlling area &V1&, or first maintain the higher entry
    for controlling area &V1&, version &V2&.
