If the system finds a cost estimate that meets the first search
criterion, it uses this cost estimate.
If the system does not find a cost estimate that meets the first
search criterion, it uses the second search criterion.
If the system does not find a cost estimate that meets the second
search criterion, it uses the third search criterion.
This means that you must not leave gaps in the strategy seqeunce.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
