What causes this issue?

You use the variance version to specify how you want to calculate
variances. Variances can be calculated by means of comparisons (such
as the planned costs of the production order against the planned costs
for a material as in its standard cost estimate). The reference value
type has to be either 04 (actual costs of the production order) or 01
(planned costs of the production order).
