distribution is performed using the following formula:

( M(1) * R(1) + M(2) * R(2) + ... M(N) * R(N) ).
"P(i)" is the new value in period "i", "T" is the total value to be
distributed, "R(i)" is the distribution key in period "i", "M(i)" is
the reference base in period "i", "N" is the number of periods.
The value cannot be distributed to periods because the formula required
the system to divide by "0".
