  • What causes this issue?

Planning layout &V1& contains only selection criteria for which no data
has been entered, meaning that no plan data can be displayed.
In addition, at the moment, no new values can be added. This can be due
    to the following causes:
The current header combination is locked for planning changes by
    another user.
The selected plan version cannot be planned and therefore cannot be
    changed.
While the layout was being defined, the name of the field and not the
values were specified for the characteristics in the lead column(s).
This means that no new characteristic values can be inserted into the
    transaction.

    How to fix this error?

Depending on the cause, apply the following solutions:
    RESET N1
Try again later, or use other selection criteria
choose another version that can be planned
use a fixed formula in the rows while also selecting the entry "Form-
    based" in the initial screen
change the layout so that the characteristic value is also chosen in
    addition to the name
