What causes this issue?

The system cannot send an IUID message if the structure contains a UII

UIIs with the status "Attached" must exist in the pedigree database.

How to fix this error?

Check if the pedigree database (IUID_PEDIGREE) contains the
corresponding records for all external UIIs.
