What causes this issue?

Please note that special rules exist for the operations PPAU and PPRL.
The indicators for serial number usage for both the keys must be suited
to one another for consistency reasons.
Entries with the key <ZH>'PPRL'</> without operations with the key
<ZH>'PPAU'</> are not authorized.

Serial number usage (1 = none, 2 = can, 3 = must, 4 = automatic).
