What causes this issue?

It is not possible for an employee to hold contracts from payroll areas
for which the order of the pay dates change within the tax year. For
example it is not possible that contract 1 has its pay date on the 10th
of month 1 and the other contract on the 25th if this order changes in
month 2 (i.e. the pay date of contract 1 in month 2 is now the 25th and
the pay date of contract 2 in month 2 is now the 10th).
