What causes this issue?

When accessing the HTTP connection, an XML was transferred and an XML is
also expected as a response from the clearing house. As a result of an
error, no XML response was received in the SAP HR system. This can have
be for various reasons.
- The HTTP process was interrupted due to a timeout before the XML
response was returned.
- The HTTP connection terminated
- Processing error on the middleware used for the transfer. In this case
it is possible that additional information about the error is contained
in the trace or log for the ELSTER component for BC or PI.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

Where applicable, the status website for ELSTER contains information
about a fault.
