The clearing house returns an ELStAM notification as a response to a
registration/deregistration/change of registration. However, the
notification for this response no longer exists in the system because it
was deleted, for example.
The system determines that the original notification is missing and
creates the error notification in the log. The response is still
provided as an ELStAM notification, however.
Check whether the outbound notification is missing or was deleted.
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
