How to fix this error?

Verify that the ID number meets the following requirements:
Contains 14 digits (numbers)
Does not contain any alphabetic or special characters
Starts with either a 2 or a 3
2 is for people who were born before the year 2000
3 is for people who were born in or after the year 2000
After the initial number, the next 6 numbers must be the date of birth
in YYMMDD format
