What causes this issue?

Operands of a row formula always refer to the highest totals level
resulting from a row set, that is, to the line for which the totals
level is '1' in all characteristics. The system cannot
evaluate the row formula if this totals level is suppressed.

For the operand in question, the system uses the value '0' when
evaluating the formula.

How to fix this error?

In the current report, totals level &v4& has been set for row &v1&
(set &v2&) for characteristic &v3&. Correct this value.
