What causes this issue?

The prerequisite of report Certificate of ownership is that cost centers
used in asset master records are organized in 5 level Standard cost
center hierarchy (transaction OKENN).

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

can be selected by report.
