What causes this issue?

Master data and Customizing settings for characteristic '&V1&' are
being uploaded. The current value '&V2&' already exists.
According to the <DS:DE.FC_UPDMODE>update mode</> in the upload method,
the uploaded objects are deleted beforehand. The existing settings for
&V1& &V2& will thus be completely replaced by the uploaded settings.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
