How to fix this error?

With the organizational levels, it concerns authorization fields, which
occur in many authorizations simultaneously and in this way can be
maintained together. One example is the consolidation group, which
occurs in several authorization objects. By assigning values to the
organizational levels, you are simultaneously maintaining the
corresponding authorization fields for all authorizations.
In the IMG under "Preparing for Production->Authorization
Maintenance->Define Authorizations" you can maintain the organizational
levels for a role.
