What causes this issue?

The list of budget periods that you have selected for reconstructing the
<DS:DE.BUAVC_ALDNR>availability control ledger</> &V1& for FM area &V2&
and fiscal year &V3& is not consistent: the reconstruction process
involves posting data of at least one posting address assigned to a
budget period (&V4&), which is not included in the list of selected
budget periods.
The reconstruction process can only consider posting addresses and
budget addresses which are assigned to the <ZH>same list of budget
periods</>.

How to fix this error?

Add at least the missing budget period &V4& to your selection and start
the process again. If you receive a similar message repeatedly for other
budget period values, SAP recommends that you run the process for all
budget periods.

Procedure for System Administrators

Please verify the derivation strategy you have used for assigning
posting addresses to budget addresses in the Customizing of the BCS
budget structure. If possible, choose the same budget period value for a
given posting address and the assigned budget address.
