What causes this issue?

Extended withholding tax is active in the company code. This means that
during the calculation of a withholding tax deduction for a payable, the
system assumes that this payable is now fully cleared, since cumulative
values are possibly managed and compared with monthly limits.
If now during automatic clearing, there are payables, for which the
withholding tax deductions were already calculated, which are not
cleared or only partially cleared (due to settings in clearing control),
you must reverse these calculations and clear the payables individually
one after the other with the receivables.
In an update run, it is possible to be able to pay individual payables,
even if one of the payables cannot be paid.
In a simulation run, however, it is not possible to predict the results
of these calculations, since the results are calculated based on the
posted documents. Therefore a clearing simulation is not possible for
payables that are to be cleared individually one after the other.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
