    How to fix this error?

    Use an user with access level 'SUPPORT_EXTENDED'. Start transaction
    'KEA0_CLOUD' (in the backend). Generate environment by selecting
    'Generate Environment' and press button 'Execute'.
    If an error message is raised during generation open an incident for
    component 'CO-PA'. If no error message is raised during generation
    problem is solved.
