    (1) Fulfillment has already happened (i.e. entries exist in table
    FARR_D_FULFILLMT) and POB overall fulfilled quantity is not zero.
    (2) Event type is changed to Goods Issue and there are already processed
    fulfillment RAIs.
    (3) Event type is changed to Customer Invoice and there are already
    processed invoice RAIs.
