    How to fix this error?

    The Mass Update service is optional, but you may wish to enable it for
    updating jurisdiction code from the master data in the system due to
    jurisdiction boundaries or source rules changing frequently.
    You must configure the <ZU>Get changed List & Redefine Tax Jurisdiction
    Code </>services before you configure the Mass Update service. If either
    of these two services are incompletely configured, then an error is
    raised when you attempt to configure the Mass Update service.
    If you encounter this error, please make sure that the Path and Service
    URL are entered in both the <ZU>Get changed List & Redefine Tax
    Jurisdiction Code.</> Once both of those services are completely
    configured, then you can configure the Mass Update service. For further
