There are two possible reasons:
- The runtime load for Enterprise Search as a whole is currently not
available.
- The runtime data for user &V1& is not built - this can be simply
because he does not use Enterprise Search but does not mean he lacks
authorizations.
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
