What causes this issue?

This is due to one of the following reasons:
Meter reading orders and/or results already exist for the contract, the
installation, or the device
If this order generation is relevant for billing, then billing orders
also already exist.
Field <LS>N</> (do not read register) in the installation structure is
selected for all registers of the involved devices
Field <LS>R</> (propose register during move-in/replacement) in the
register group is not selected for any register of the involved devices
The installation is subject to dynamic periodic control (the
<LS>TE418-ESTIMBILL</> field is set in the schedule record). This means
that only billing orders are created, and no meter reading orders. This
is because the meter reading results are estimated dynamically during
billing. If a billing order already exists for an installation of this
type, then no billing order is generated.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
