What causes this issue?

Meter reading orders and/or billing orders were created for meter
reading unit &V1& on scheduled meter reading date &V2& for:
&V3& contracts and
&V4& installations.
If these orders did not exist, then they were created again.
If these orders did already exist, then they were checked and, if
necessary, changed according to the changed specifications (for example,
meter reading by utility company rather than by customer).
The difference between the two values is the number of installations for
which meter reading orders habe been created and to which no contract
has been allocated. These installations were processed and counted, even
if the <DS:DE.IGNORE_PREP>Ignore contracts</> indicator was set.
