Check if the file '/usr/sap/trans/config/infoapar.xxx' exists on your
iSeries server. If the file does not exist, download it from directory
'/general/R3server/patches/COMMON/OS400' on sapserv(x).
If the file exists, check if the user R3<SID>OFR can read it. If
not, download if from directory
'/general/R3server/patches/COMMON/OS400' on sapserv(x).
