    Please check if the follwoing constraints are valid:
    The predecessor step has to have the status 'completed'. In case this is
    the very first step of a data quality administration task, the task has
    to have the status 'new' or 'in process'.
    The step you try to start has to have the status 'new' , 'canceled' or
    'released'.
    If the step is 'released', which means a job has already been created,
    it is still possible to press start, if the planned job has not run,
    yet. In this case the old job will be deleted and new job will be
    created.
