What causes this issue?

The sum of the partial quantities is smaller than the planned order
quantity. As a result, the planned order has a remaining quantity. The
proportional scrap quantity has been calculated for this remaining
quantity. Due to the indivisable base unit of measure, after rounding
up the scrap quantity is equal to the remaining quantity of the planned
order. Therefore, there is no yield left to be produced
