What causes this issue?

You have tried to release an order. In the order header, however, there
is a <DS:GLOS.system_status>system status</> that is active that does
not allow order release.
For example, the order can be locked (status SPER), or technically
closed (status TABG).

How to fix this error?

If the relevant system status can be reversed then you can carry out
partial release after the reversal.
