<ZK>Inactive</>.
A new value assignment instance is only considered to be new if there
have been no entries. Entries in the value assignment instance are
interpreted as changes. Consequently, the usage is overwritten when you
enter the <LS>New Value Assignment</> = <ZK>Active </>setting.
Set both indicators to <ZK>active</>.
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
