Message type: E = Error
Message class: CJ - Project master data and structure
Message number: 719
Message text: Several WBS elements on level 1 not allowed
Project profile &V2& specifies that project definition &V1& can only
have one root, which means, that only one WBS element can be at level
1.
You cannot create any new WBS elements for this project definition
(with the function "Create individual element".)
You cannot save the WBS if there are several WBS elements at level 1.
If you are working with a standard WBS, this message is simply a
warning; the system still saves the standard WBS. However, if you
createa WBS by copying this standard WBS, you must first change the
structure before you save.
Change the structure so that only one WBS element is at level 1.
You can do this in one of the following places:
In the operative structures menu: Change work breakdown structure
In the project planning board
In the planning menu: <LS>Project -> Structure</>.

- Several WBS elements on level 1 not allowed ?The SAP error message CJ719 ("Several WBS elements on level 1 not allowed") typically occurs in the context of project management within SAP, particularly when dealing with Work Breakdown Structures (WBS) in Project System (PS) module. This error indicates that there are multiple WBS elements at the same hierarchical level (level 1) that are not allowed according to the configuration or business rules set in the system.
Cause:
- Multiple Level 1 WBS Elements: The primary cause of this error is the attempt to create or assign multiple WBS elements at the first level of a project. In a standard project structure, there should only be one top-level WBS element (level 1).
- Project Structure Configuration: The project structure may be configured in such a way that it does not allow multiple level 1 WBS elements.
- Incorrect Project Definition: The project definition may not be set up correctly, leading to the creation of multiple level 1 elements.
Solution:
- Review WBS Structure: Check the existing WBS elements in the project. Ensure that there is only one level 1 WBS element. If there are multiple, you will need to either delete or restructure them.
- Adjust Project Definition: If you need to have multiple top-level elements, consider restructuring your project definition. You may need to create a higher-level project that encompasses the multiple WBS elements.
- Use Hierarchical Structure: Ensure that your WBS elements are structured hierarchically. For example, create a single level 1 WBS element and then create level 2 WBS elements under it.
- Consult Configuration Settings: If you have access to the configuration settings, check the settings related to WBS element creation and project structure. You may need to consult with your SAP administrator or a functional consultant to adjust these settings if necessary.
