What causes this issue?

You have entered both a valid from date and a technical status.
However, you are only allowed to enter one of these.
When you create a change number, you must define which objects this
change master can be used for. Objects can only have one of these forms
of effectivity, too.

How to fix this error?

Decide on one of the forms of effectivity.
Remove the other entry by entering the cancel character "!" at the
beginning of the appropriate field: either <ZH>Valid from</> or
<ZH>Tech status from</>.
