    You want to start an initial run for program &V1&. However, an initial
    run is not permitted for the time period that you entered. Some possible
    reasons for this are:
    The start date or end date overlaps with an existing initial run for
    regulation &V2& and scenario &V3&.
    The start date or end date that you selected is not adjacent to existing
    runs for this regulation and scenario.
    The last run of substance volume tracking went up to a current date,
    minus the SVT_TRACKING_DIFF_TIME environment parameter. Consequently,
    only delta runs are allowed.

    System Response

    The system does not permit overlapping between start and end dates, or
    gaps for runs that have already been performed. Otherwise, this could
    result in inconsistent data because material documents could be
    processed twice.

    How to fix this error?

    Select the start date or end date so that it is adjacent to the existing
    interval &V4&. If necessary, restrict the regulation and scenario on the
    selection screen, since these may have different start or end dates rela
    ting to previous runs.
    Perform a delta run.
