What causes this issue?

Taking into account the validity areas, the system found a total of &V4&
combinations of suitable report generation variants during label
determination for material &V1& and label category &V3&. The system
compares the countries specified for the label with those that
correspond to the validity areas of the report generation variants of
the label category. Since there may sometimes be no report generation
variant that covers all the countries, the system first determines all
suitable combinations (best match) of report generation variants that
cover the desired countries. The combinations that are found are reduced
later on, for example, by dangerous goods regulations and required use
symbols.

A label is required for the countries DE and FR. The system found the
following report generation variants:
VAR1 with validity area DE
VAR2 with validity area FR
VAR3 with validity area DE, FR, EN
VAR4 with validity area REG_EU
Based on this information, the following eight combinations of suitable
report generation variants were determined:

The system then selects the most suitable combination from these (the

required.
