    full. The settlement schedule year, number, and sequence (for items, you
    need to include the item numbers) must be specified. If these
    requirements have been met and there is still a program termination, you
    may have the following problems:
    There is at least one settlement schedule header, or a settlement
    schedule item that could not be deleted although it was supposed to be.
    This may be due to network problems or to an application error that
    suggests a non-existent data record for deletion.
