    Procedure for System Administrators

    Activate hierarchy &V1& (ID: &V2& of characteristic &V3&) again.
    If the problem is not solved by reactivating<(>,<)> check table
    RSRNEWSIDS (transaction SE16). If this is not empty, execute function
    module RRHI_CHAVLS_REQUEST_TO_HIERA with the highest RNSID that appears
    in RSRNEWSIDS (transaction SE37).
