The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

What causes this issue?

One of the following situations has occurred.
You tried to assign an appropriation request to an investment program
position.
However, the system determined that a top WBS element exists that is
assigned to the appropriation request, and a subordinate WBS element of
this top element is itself assigned to a program position.
<ZH>OR</>
You tried to assign a top WBS element to an appropriation request that
is already assigned to an investment program position.
However, the system determined that a WBS element that is subordinate
to this top WBS element in the hierarchy is already assigned to an
investment program position.
This lower-level WBS element is &V1&.
Within a WBS sub-tree that is defined by a top WBS element, only one of
the following is allowed:
<ZH>Either</> WBS elements are assigned directly to program positions.
<ZH>Or</> the top WBS element is assigned to an appropriation request,
and the appropriation request is then assigned to a program position.

System Response

The function is not carried out.
&NOTE&
If the appropriation request has "replaced by measure" status, then it
is possible that the measures assigned to the appropriation request
inherited an existing assignment to an investment program when the
status was set.
