Within a WBS sub-tree that is specified by a top WBS element, only one
of the following is allowed:
<ZH>Either</> WBS elements are assigned directly to program positions.
<ZH>Or</> the top WBS element is assigned to an appropriation request,
and the appropriation request is then assigned to a program position.

- Ensure that no other users are currently working with the transport request. You can check for locks using transaction code SM12.
