    You tried to display or change the assignment of a WBS element to a
    program position. However, the system determined that the top WBS
    element that is above this WBS element in the hierarchy is itself
    already assigned to appropriation request &V1&, and this appropriation
    request is assigned to a program position.
    Within a WBS sub-tree that is specified by a top WBS element, only one
    of the following is allowed:
    <ZH>Either</> WBS elements are assigned directly to program positions.
    <ZH>Or</> the top WBS element is assigned to an appropriation request,
    and the appropriation request is then assigned to a program position.
