What causes this issue?

You entered structure maintenance of an investment program, and entered
to-hierarchy-level = &V1&.
Using the 'reassign' function, you wanted to attach a sub-tree under a
position on level &V1&.
However, in order for the system to correctly interpret the hierarchy
information for the new positions you wish to create, you need to have
imported at least one additional hierarchy level.

System Response

Creating the positions is not possible.

How to fix this error?

In order to make the reassignment, you have to enter structure
maintenance at least one level higher in the hierarchy, or without
entering a to-level at all.
