    Using the 'create' function, you wanted to create additional
    subordinate positions under a position on level &V1&.
    However, in order for the system to correctly interpret the hierarchy
    information for the new positions you wish to create, you need to have
    imported at least one additional hierarchy level.

    In order to create the new positions, you have to enter structure
    maintenance at least one level higher in the hierarchy, or without
    entering a to-level at all.
